Indian Regulator Wants Speedy Allocation of 3G Licenses

The Telecom Regulatory Authority of India (trai) has published a paper calling for the speedy allocation of radio spectrum for 3G and WiMAX services in the country. The trai reports that the Indian Government announced Broadband Policy in 2004 and made certain projections for broadband subscribers' growth. It was expected that broadband growth rate would be stepped up. However, it is observed that the growth of broadband in the country is slow and below expected level.  more

Indian Regulator Recommends Network Infrastructure Sharing

The Telecom Regulatory Authority of India (trai) says that it is supporting plans to allow network infrastructure sharing in India. The Department of Telecommunication had sought recommendations from trai on effective sharing of passive infrastructure (towers etc.). Given the significance of infrastructure sharing the Authority says that it not only considered the issue of passive infrastructure sharing but has given the recommendation regarding active infrastructure sharing and backhaul on a suo-motu basis. more

India eases rollout terms for unsold GSM licenses

In order to encourage bidders for the remaining four unsold GSM licenses in India, the Telecom Regulatory Authority of India (trai) has proposed relaxing the network rollout conditions for the areas concerned. The licenses cover Andaman and Nicobar, Bihar, Orissa and West Bengal and no companies bid for them during this years license auction. "In this regard, the requirement of covering 50 per cent district headquarters in the first three years should be modified and reduced to only 25 per cent," the trai said in a statement. The trai has ruled out an option to lower the revenue share element of the license fee, saying the reduced coverage requirements would have a more beneficial impact for the cellular networks. The trai has also proposed merging the low value Andaman and Nicobar license with the higher value Tamil Nadu circle." more

India to decide on CPP by December

The Telecom Regulatory Authority of India (trai) has said that it plans to make an announcement on the introduction of Caller Party Pays (CPP) for cell phones by the end of this year. trai chairman M S Verma said as a conference, "The real issue is whether or not it is necessary to have CPP for faster growth of mobile telephony," adding that a decision will be taken by December. The basic service providers, lead by BSNL are opposed to plans to introduce CPP saying that it will benefit the cellular networks at the expense of basic carriers and the general public." more
