TIM Brasil Subscriber Numbers Fall – For the First Time Ever
Depending upon your point of view, Q1 09 could be either the quarter in which TIM began to reverse the relative declines of recent years, or a further lurch downwards. The company lost customers in the quarter, ending with a base of 36.1m, against 36.4m at the end of Q4 08, but up on the 32.5m of one year earlier. This, for the record, is the first time the company has seen a reduction in the size of its base. TIM says in its Q1 report that the number was struck after disconnecting about one million inactive customers, implying a like for like gain of about 700k. It also tells us that it took 29% of March's new connections which in turn, implies a figure of about 380k in that month alone. more

Brazil's Penetration Set to Surpass 80% as Total Market Reaches 140m
Brazilian penetration is racing upwards, with a 14.0pp gain in the twelve months ending 30th September 2008 taking the figure to 73.2%. This compares to an 8.3pp gain in the prior twelve months. At the time of writing, penetration is likely to be approaching 80%, and although it is common for markets to slow down as 100% penetration is neared, a penetration rate in excess of 90% by the end of 2009 is a possibility. more

Arvato ready for US$3.4mn Sao Paulo launch
Arvato already operates in Bahia, Sergipe and Rio de Janeiro, but to target Sao Paulo the firm needed to sign separate agreements with operators Vivo, Oi, TIM Brasil and Claro. The last of those deals, with Claro, was closed in the last few days. more

Brazil's Unicel wins license to operate in 900MHz band
The company paid 15mn reais (US$8.23mn) for two blocks of 2.5MHz spectrum. The license authorizes the operator to offer services to 63 municipalities in the city of Sao Paulo and adds to the company's existing 30MHz in the 1800MHz band. more

Brazil: 3G bidding rules probably available this month
Anatel published proposals for the bidding rules earlier this year and in mid-August started studying feedback from sector players. Anatel's private services director Jarbas Valente hinted on September 26 the regulator's licensing team was very close to delivering a draft of the 3G bidding rules to the watchdog board. more
