European Commission Takes Legal Action Over German Mobile Termination Rates
The European Commission has opened an infringement procedure against Germany because the country's national regulator - the Bundesnetzagentur - did not consult the Commission and other national regulators prior to deciding on new levels of mobile termination rates. Contrary to Germany's obligations under EU telecoms rules, the Bundesnetzagentur's final decisions on mobile termination rates were adopted on 31 March 2009 before the Commission and other national regulators had the possibility to comment on the level of these rates. This lack of transparency is a first in the application of EU telecoms rules in the 27 EU Member States. more

European Commission Supports Austrian regulator's Plans for Mobile Termination Rates
The European Commission has voiced its support for efforts of the Austrian telecoms regulator, Telekom-Control-Kommission (TKK), to bring mobile termination rates (MTRs) to more competitive levels. In a letter sent at the end of last week, the Commission agreed that bringing MTRs to levels closer to what it costs to efficiently connect calls will tackle potential market distortions between phone operators. more

European Commission Issues Guidance on Termination Rates
The European Commission has today set out clear guidance for EU telecoms regulators on the cost-based method to be used when calculating termination rates. The guidance is in the form of a "Recommendation" that national regulators are obliged to take "the utmost account" of. The Recommendation indicates specifically that termination rates at national level should be based only on the real costs that an efficient operator incurs to establish the connection. more

Mobistar Profits Up Despite Price Pressures
Belgium based Mobistar has reported a slight rise in first-quarter revenues of 2.5% to reach EUR 371.2 million (US$483.8 million) - although its customer base rose by 6.4% over the same period. The company said the disparity was determined in part by the continuing price pressure in a highly competitive market, by the regulatory decisions (lowering of the mobile termination rates in May and July 2008) and a reduced activity in the business market. more

New Zealand Regulator Wants Lower Mobile Termination Rates
New Zealand's Commerce Commission has sent letters to the country's three mobile phone networks warning that it wants a reduction in their mobile termination rates. The three networks had sent submissions to the Commission to lower their rates voluntarily, but the Commission has replied saying that the cuts don't go far enough. more

European Commission Welcoms Romania's Lower Termination Rates
The European Commission says that it has welcomed the Romanian telecoms regulator's move to bring its regulation of mobile termination rates in line with the forthcoming Commission Recommendation. In the meantime, the Commission also called on the regulator to align the mobile termination rates charged by the third and fourth mobile operators in Romania with those allowed for the two largest operators. A letter from The Commission acknowledged the reasonably low level of rates for the two largest operators (5.03 eurocents per minute) and said that in the absence of objective cost differences, this interim rate should also be applied to the other operators as soon as possible. more

UK Operators Facing Further Cuts in Mobile Termination Rates
The UK's Competition Commission has ruled that the mobile operators should lower their landline to mobile termination rates by around 20% by 2010/11 - and to a rate which is lower than was proposed by the telecoms regulator, Ofcom. more
