European Commission Consults on Lower Termination Rates

The European Commission has started a public consultation on the future regulation of "voice call termination rates" in the EU based on a draft Commission Recommendation on termination rates. At the moment the decisions of the national telecoms regulators result in very divergent rates across the EU. Mobile termination rates range from €0.02/min (in Cyprus) to over €0.18/min (in Bulgaria) and are 9 times higher than fixed line termination rates (on average €0.0057/min for local call termination).  more

Europeans May Have to Pay to Receive Phone Calls

Europeans could end up having to pay to receive phones under a proposal from EU telecoms commissioner, Viviane Reding who said that she was open to the concept in exchange for lower termination rates. In an interview with the Financial Times, she said " The whole market is developing, so we should not stay on the rules that have been in place 10 years"  more

Pakistan to Lower Mobile Termination Rates

The Pakistan Telecommunication Authority (PTA), has announced a reduction in the Mobile Termination Rates (MTR) with effect from 1st June 2008 by about 30% - although it also announced an increase in the rates for landlines.  more

German Regulator to Investigate Complaints Against Vodafone/T-Mobile

Netherlands based KPN has announced that the Federal Cartel Office in Germany has opened abuse proceedings on the German mobile communications market. The proceedings were initiated following a complaint made by KPN to the Bundeskartellamt on suspicion that the market leaders t T-Mobile and Vodafone have abused their dominant position.  more

German Regulator Lowers Mobile Termination rates by 10%

Germany's Federal Network Agency has approved the new termination rates of the German mobile network operators - which lowers the cost of termination rates by about 10%. The termination rates, which are paid to mobile operators by other network operators for terminating calls in their mobile networks, have now been set at 7.92 cents/minute for the two D networks and 8.8 cents/minute for the two E-networks. The new rates are hence just under 10 per cent and more than 11 per cent lower those hitherto payable to T-Mobile and Vodafone D2 and for E-Plus and O2 respectively, viz. 8.78 and 9.94 cents/minute.  more

EU Vows Consistent Regulation of Mobile Termination Fees

Western Europe to see Declines in Mobile Voice ARPU Until 2010

Most Western European mobile markets are yet to see a further decline in voice ARPU. However, progress in mobile internet should ensure total ARPU for the whole region grows by 10.2% between 2006 and 2012. Combined with a growth in active subscriptions, mobile service revenue will increase at a CAGR of 5.4% per year, reaching EUR195 billion in 2012, according to a new report published by Analysys. more

Partner Q2 2007 Results - ARPM Flat Despite Termination Rate Cuts

The number of prepaid customers at Partner Communications, Israel's second largest mobile operator, fell for the first time in Q2 2007 ending the quarter at 0.78m. In each of the last six quarters Partner has managed to marginally improve the quality of its customer base, helped by the growth of 3G services which are only available with a contract. At the end of June 2007, 71.4% of Partner's customers were contracted, against 70.3% at the end of June 2006. Overall growth was just 1.1% in the second quarter of 2007 - the lowest since the 1.0% recorded in the same quarter last year - as customer numbers increased by 30k to 2.73m. However, 3G customer numbers rose by a further 19.2% in the three months to June to just short of 0.4m, which is equivalent to 14.5% of the total customer base and implies a fifth successive decline in the size of the 2G GSM base to 2.34m. more
