European Commission Welcoms Romania's Lower Termination Rates
The European Commission says that it has welcomed the Romanian telecoms regulator's move to bring its regulation of mobile termination rates in line with the forthcoming Commission Recommendation. In the meantime, the Commission also called on the regulator to align the mobile termination rates charged by the third and fourth mobile operators in Romania with those allowed for the two largest operators. A letter from The Commission acknowledged the reasonably low level of rates for the two largest operators (5.03 eurocents per minute) and said that in the absence of objective cost differences, this interim rate should also be applied to the other operators as soon as possible. more

Europe Calls on Bulgaria to Lower its Mobile Termination Rates
The European Commission has asked the Bulgarian telecoms regulator, the CRC, to take action to further reduce mobile termination rates that operators charge to connect the call of another operator's customer. more

Viviane Reding Welcomes French Plans to Lower Mobile Termination Rates
The European Commission, in a letter, has welcomed the French regulator's proposal to lower the wholesale rates charged by French mobile operators. The Commission also invited the regulator, ARCEP to keep up its efforts to set a target date by which they should equal the costs of an efficient operator in the next regulatory window that starts in 2011. more

Europeans May Have to Pay to Receive Phone Calls
Europeans could end up having to pay to receive phones under a proposal from EU telecoms commissioner, Viviane Reding who said that she was open to the concept in exchange for lower termination rates. In an interview with the Financial Times, she said " The whole market is developing, so we should not stay on the rules that have been in place 10 years" more

Telecom Italia Mobile 3G Subscribers Pass 5 Million
Telecom Italia (TI) has released preliminary figures for the first half of 2007 and the operational numbers are typically light on much useful detail. However, they show that domestic mobile unit TIM had a 3G customer base of over 5.1m at the end of June, overall customer numbers rising to 34.3m from 33.6m at the end of March. Mobile service revenues increased by 6.5% year on year between Q2 2006 and Q2 2007, the biggest increase recorded in some while, although this statistic excludes "discontinuities" which have impacted the way revenues are accounted for in the last year. The elements accounted for as discontinuities by TI include a change in the way roaming traffic is accounted for (following EU guidelines), a termination rate cut for fixed-to-mobile calls and the so called "Bersani Decree" - a recent piece of government legislation affecting all Italian companies. However unfortunate it may be, domestic and European regulation and legislation is a fact of life for all Europe's telcos. Of course we understand why TI shows us figures excluding "discontinuities" - to demonstrate that the underlying business is performing well - but take out termination and roaming rate cuts and the like and many peers would also have a very much better story to tell. As it was, on an actual basis, stated mobile service revenues at TI fell by 1.3% or €30m year on year from €2.351bn in Q2 2006 to €2.321bn in Q2 2007. more
