Viviane Reding Welcomes French Plans to Lower Mobile Termination Rates
The European Commission, in a letter, has welcomed the French regulator's proposal to lower the wholesale rates charged by French mobile operators. The Commission also invited the regulator, ARCEP to keep up its efforts to set a target date by which they should equal the costs of an efficient operator in the next regulatory window that starts in 2011. more

Europe's Top Ten Networks - All Now Over 20m Customers
In Issue 98 of the Mobile World Briefing, when last reviewing the European market, we suggested that "if the normal seasonal pattern is repeated in Q4, then the final period of the year should see something between 25-30m new connections, enough to take penetration up to 110%". We mention this, because the normal seasonal pattern was repeated, we did see 25m new connections across the region and penetration is now standing at exactly 110%. more

French Operators Authorised to Offer 3G at 900Mhz
French telecoms regulator, Arcep has approved applications by Orange and SFR to offer 3G services in the 900Mhz. Third 3G license holder, Bouygues Telecom says that it will apply for an amendment to its license to reuse its 900Mhz spectrum in 2009. more

France's telecoms regulator, ARCEP has launched a public consultation on the introduction of 3G in the 900 and 1800 MHz mobile frequency bands in Metropolitan France. In the spring of 2006, ARCEP initiated an analysis and discussion process with sector players to establish the means of reusing 900 and 1800 MHz frequencies, which are currently being used for 2G, for 3G. The goal of this process was to meet a need expressed by Orange France and SFR, as permitted by their licences. more

Europe Top Ten Mobile Operators - Rankings
In Q3 2006, Ukrainian operator Kyivstar broke into the top 10 of Europe's largest mobile operators, claiming ninth place at the end of September, ahead of France's SFR. Fourth quarter figures now show that by the end of December, Kyivstar had moved up another two places to seventh, whilst domestic rival UMC joined it in the top 10, occupying its former ninth place and ousting SFR from the ranking altogether. more
