The Interim Government of Afghanistan has granted a GSM licence to Ariana Telecom of kabul for the installation of GSM network in Afghanistan. Ariana are currently in negotiations with international operators regarding joint ventures and will announce a construction schedule in the coming weeks. more

Temporary mobile phone network in Kabul
Ericsson has donated 200 handsets and local infrastructure to the UN to provide a basic GSM network in kabul, Afghanistan. The networks operating costs will be fully met by the UN and is aimed at providing communications for aid workers and government officials, not to operate as a commercial service. The network is expected to be operational for just six months. The UN has previously initiated communications upgrades in Kosovo and Bosnia when working there.
There is an existing GSM network in kabul and Kandahar, installed by TSI, but we have no details of its current operational status." more

In an interview with the Afghanistan newspaper Shari'at, the Communications Minister Mowlawi Yar Mohammad Rahimi, outlined the country's plans for improving the local telecoms infrastructure. What was interesting, was that while the Minister went to great detail about which companies were providing equipment, and where it was being installed, no mention was made of a GSM network. The USA based Telephone Systems International (TSI) had signed a GSM supply contract with the government, although this has been delayed due to American sanctions, and cellular-news was informed in January that service may be available in kabul from June this year. The Minister did say that handheld satellite phones would be provided shortly however." more
