The Chief Executive Officer of the Commonwealth Telecommunications Organisation (CTO) Dr Ekwow Spio-Garbrah has urged the 850 delegates attending the World Telecom Policy Forum in Lisbon, Portugal to make affordable access to information and communication technologies (icts) by the rural communities the central focus of their policy-making.
