GSMA Applauds Actions to Establish a Harmonised Approach to Spectrum Allocation
The GSM Association says that it has welcomed an initiative driven by the Finnish Ministry of Communications to develop a unified approach to the allocation of 'Digital Dividend' spectrum - the spectrum that will be freed up by the switchover from analogue to digital TV - in the Baltic Sea region. The Ministry recently hosted a Baltic Sea Summit on the digital dividend in Helsinki attended by government delegations from all the Baltic Sea states, namely Denmark, Estonia, Finland, Germany, Latvia, Lithuania, Poland, Russia and Sweden. more

Argentina Planning Higher Taxes on Mobile Phone Imports
The GSM Association (GSMA) says that it is concerned about plans to raise taxes on mobile phones in Argentina. The bill seeks to extend internal taxes on mobile handsets to a 17% nominal rate for imports and/or sales which are not produced in the Tierra del Fuego special economic zone. more

Bouygues Telecom to Trial Alcatel-Lucent's IMS Platform
France's Bouygues Telecom has contracted with Alcatel-Lucent to deploy an IMS pilot network that enables the operator to test new multimedia communications services that are based on the GSM Association’s “Rich Communication Suite” specifications. The tests will take place during the second half of 2009. more

Dialog Telekom Chooses GSMA's PathFinder Service
Sri Lanka's Dialog Telekom has signed up to the GSM Association's PathFinder Service, a GSMA-managed service operated by NeuStar that provides the missing link for operators as they make the move to all-IP mobile networks, tackling critical issues around routing, interoperability, number resolution and service and revenue assurance. By automatically translating phone numbers into IP addresses, PathFinder will help Dialog Telekom to facilitate the delivery of a wide variety of new feature rich IP-based services as well as ensure quality of service. more

Nokia Shows Off 3rd NFC Capable Mobile Phone
Nokia has shown off its third fully integrated Near Field Communication (NFC) mobile phone, the Nokia 6216 classic. The new arrival is Nokia's first SIM-based NFC device which enables operators to build NFC services on to the SIM card. The Nokia 6216 classic is expected to start shipping in the third quarter of 2009 in select markets with an estimated retail price of EUR 150 before taxes and subsidies. more

EU calls on mobile operators to continue to improve child safety policies
Half of 10 year-old, 87% of 13 year-old and 95% of 16 year-old children in the EU have a mobile phone, but half of European parents worry mobile phone use might expose their children to sexually and violently explicit images (51%) or bullying by other children (49%), according to a survey. The European Commission has now called on mobile operators to do more to keep children safe while using mobile phones by putting in place all the measures in the voluntary code of conduct, signed by 26 mobile operators in 2007. more

Sicap Offers Device or SIM Based NFC Platform
Sicap has announced its ability to provision contactless applications indifferently to any device or SIM designed for NFC (near field communication) services. The battle by device and SIM manufacturers to bind operators to their technologies has until now hindered the launch of large scale contactless payment services, despite the incentives of a lucrative business model and a revolution in usage of the mobile phone. The main issue for operators is that conflicting interests have resulted in the NFC secure element, essential for bank transactions, being embedded either in the device, or in an SD (secure digital) card, or in the SIM. more

T-Mobile UK Facing $895 Million Lawsuit
A long running court case is to proceed after solicitors filed a case with the UK's High Court against T-Mobile which could potentially cost the network operator £625 million (US$895 million). The lawsuit is being filed by now-bankrupt SIM care reseller, VIP Communications. more
