The EU was entitled to cap roaming rates in 2007 as network operators pocketed huge profits but resisted less drastic ways to cut the sky-high costs of using mobile phones in Europe, the EU advocate general said Thursday. more

Digital economy can lift Europe out of crisis, says Commission report
The European Commission's Digital Competitiveness report published today shows that Europe's digital sector has made strong progress since 2005. Over half ( 56%) of Europeans now regularly use the internet, 80% of them via a highspeed connection (compared to only one third in 2004), making Europe the world leader in broadband internet. Europe is the world's first truly mobile continent with more mobile subscribers than citizens (a take up rate of 119%). more

European Commission Takes Legal Action Over German Mobile Termination Rates
The European Commission has opened an infringement procedure against Germany because the country's national regulator - the Bundesnetzagentur - did not consult the Commission and other national regulators prior to deciding on new levels of mobile termination rates. Contrary to Germany's obligations under EU telecoms rules, the Bundesnetzagentur's final decisions on mobile termination rates were adopted on 31 March 2009 before the Commission and other national regulators had the possibility to comment on the level of these rates. This lack of transparency is a first in the application of EU telecoms rules in the 27 EU Member States. more

European Commission Issues Guidance on Termination Rates
The European Commission has today set out clear guidance for EU telecoms regulators on the cost-based method to be used when calculating termination rates. The guidance is in the form of a "Recommendation" that national regulators are obliged to take "the utmost account" of. The Recommendation indicates specifically that termination rates at national level should be based only on the real costs that an efficient operator incurs to establish the connection. more

EU calls on mobile operators to continue to improve child safety policies
Half of 10 year-old, 87% of 13 year-old and 95% of 16 year-old children in the EU have a mobile phone, but half of European parents worry mobile phone use might expose their children to sexually and violently explicit images (51%) or bullying by other children (49%), according to a survey. EU Says Latvian Telecoms Regulator Still Not Independent
The European Commission has sent Latvia a reasoned opinion, the second phase of an infringement proceeding, for not following EU rules that guarantee the independence of national telecoms regulators. The Commission wants to make sure that Latvia respects the principle of separation between regulatory and ownership functions in the telecoms sector. Latvian authorities apparently did not address the Commission's concerns in their response to the letter of formal notice of September last year, which is why the Commission now has launched the second phase of infringement proceedings. more
