India may delay national network rollout
Local media reports in India have suggested that Bharat Sanchar Nigam Ltd (BSNL) is renegotiating the value of its GSM agreements. The agreements are with Motorola for Southern India, Ericsson for Eastern and Northern India along with Lucent for the West of India, but are just Advance purchase orders (APOs) and not formal contracts. The reports say that the renegotiations are due to rising costs and the infrastructure suppliers are trying to hold the network to its agreements. The disagreement could delay the network deployment by as much as a year. Apparently, Communications Minister Pramod Mahajan is concerned at the prices being charged by the suppliers and wants them renegotiated." more

In India, Bharat Sanchar Nigam Ltd (BSNL) has broken with the other Indian GSM networks and has said that it opposes the introduction of Caller Party Pays (CPP) to the Indian market. BSNL says that the cost of receiving a call has fallen for cell phone owners and there was no need to incentivize the cell phone users to receive calls from land-lines. It is worth noting that BSNL is a major land-line operator and would probably see a net loss of revenue under the proposals. BSNL also says that the plans for implementing CPP have not been fully worked out, and should be finalised before any decision is taken on offering the service." more
