Turkish network delays expansion plans

Turkey's fourth cell phone network, Aycell which is owned by the state controlled land-line network, Turk Telekom has delayed plans for a tender for a US$1.5 billion infrastructure tender by five days to September 24th. This could follow on from an announcement a couple of months ago from the other new market entrant, aria which is backed by the Is Bank and TIM that it is to reduce its network expenditure program.
