Third of Ugandan SIM Cards Remain Unregistered As Cut-Off Deadline Looms

The main worry is that the networks would be unable to process the sheer volume of registration requests before the February 28th deadline.

In an interview with the Daily Monitor, Eng Geoffrey Mutabazi, the UCC executive director, said amidst the slow uptake and several setbacks as reported by telecom operators, the commission is still committed to the February 28, deadline.

He admitted though that the main problem wasn't with the networks, but the lack of a national ID card scheme so that rural users can prove their identity.

It's estimated that around five million people are still to register their SIM cards - out of a total subscriber base of 17 million -- and the mobile networks are expected to push for a delay to the cut-off deadline.
