
"Such illegal acts of Altimo hamper the committee from completing its review" of an earlier decision allowing Telenor and Alfa - which controls Altimo Holdings - to merge their Ukrainian assets in new mobile operator VimpelCom, the Kiev-based regulator said in a statement.
The Committee has also started looking at Crown Finance Foundation and CTF Holdings, which are also part of Alfa Group, after they took control of Astelit, Ukraine's third-largest mobile operator, apparently without the regulator's permission.
In the statement, the AMC said that it worries that there is a concentration in the Ukrainian mobile communications market in the hands of one operator, and that this is already leading to higher prices for consumers.
