
Vietnam's Ministry of Posts and Telematics (MPT) is designing common criteria to calculate the real numbers of subscribers across the five mobile phone networks says Vietnam Posts And Telecommunications Corp (VNPT). Three mobile phone service subscribers - VinaPhone, MobiFone and Viettel - have been reporting increased numbers of subscribers every month, and Viettel recently announced the signing of their four millionth subscriber.
However, MPT has not had standards to evaluate the numbers of subscribers signed to each mobile network, meaning that only the service providers know the real numbers. Meanwhile, the number of subscribers is a significant factor in defining market share for each network, figures upon which state control for charge levels is adjusted.
MPT is also developing a process to manage service quality. Accordingly, service providers must make public their service quality and take responsibility for customer complaints. A training course on reckoning the number of subscribers will be held this October, under the assistance of the International Telecommunications Union (ITU)."
