3G Consultation in India

India's government has sought recommendations from the Telecoms Authority of India (TRAI) on the methodology for allotment of spectrum for 3G services and its pricing aspects. Following this, TRAI has released the consultation paper to facilitate discussion & seek public comment on the various relevant issues. TRAI had earlier forwarded its recommendations to the Government on spectrum related issues on May 13, 2005.

Since then, some developments have taken place with regard to spectrum availability in certain specific bands. The stakeholders have also articulated their views on issues relating to spectrum allocation and pricing.

TRAI says that its main objective is to enable that service providers have adequate and appropriate spectrum to deploy high quality advanced wireless networks. It is expected that this paper will facilitate an informed discussion on how to ensure the availability of spectrum for 3G services in an equitable and transparent manner to the service providers.

In addition to the 3G spectrum allocation and pricing related issues, this paper also discusses issues related to spectrum for Broadband Wireless Access. These technologies hold great potential for the rapid and comparatively inexpensive deployment of broadband services especially in rural India."
