Colombian telecoms regulator CRT plans to study how to allow the resale of minutes, among other telecoms services, during the second half of 2006, Colombian press reported.
In Colombia, although mobile operators' contracts prohibit the resale of minutes, doing so is not currently illegal, CRT member Gabriel Adolfo Jurado was quoted as saying by local daily La República.
In order to clarify this issue, the CRT plans to establish new regulations that potential resellers would have to adhere to.
"Those who are doing this are neither operators nor businesses - they're part of the informal sector," said Jurado.
Reselling phone minutes is a common way for ordinary people to increase their income, according to local daily El Universal.
