A new mobile network has been launched in Uganda under the brand name of Smart Telecom. It is in fact the new owner of an existing, but defunct mobile network, Sure Telecom.

Smart Telecom, which is owned by Industrial Promotion Services (IPS) Kenya, a subsidiary of the Aga Khan fund for Economic Development (AKFED), said it plans to enter the market with low cost voice call offers.

A key differentiator, the company said is that it will charge per call made, not per minute as is usual.

Smart telecom says it already has some infrastructure in Kampala and that it would focus on expanding to the countryside.
