Philippines to Mandate ID for PrePay SIM Card Buyers

SIM card buyers in the Philippines will have to produce ID when buying new cards if a new bill is passed by the government.
Senator Loren Legarda said that customers would be required to sign a control-numbered registration form issued by the mobile network operator before being able to buy a SIM Card/
In cases where the SIM card buyer is a minor, the parents will be required to give their express consent in writing, and submit the documents with ID for both minor and the parent.
In addition, the mobile networks will need to submit updated lists of subscribers every six months to the telecoms regulator.
"If we can make postpaid mobile subscribers submit identification, why can't we do the same for prepaid mobile phone users?" Legarda said.
"With SIM cards registered, criminals and perpetrators who exploit the anonymity provided by prepaid SIM can be identified and tracked down easily," she added.
