Note -- this news article is more than a year old.

USA based AT&T has announced a limited launch of VoLTE services on its network.

Confusingly, it calls the service HD-Voice, which is an unrelated voice codex upgrade, but here appears to be offering HD-Voice when the user is on its VoLTE network only.

Initially, the service will be available in select areas in Illinois, Indiana, Minnesota and Wisconsin, and will continue to expand on a market-by-market basis.

It will also be limited initially to just users of the Samsung Galaxy S4 Mini smartphone, with more devices also added later.

The functionality will be switched on from the 23rd may. The company didn't elaborate on whether it will charge a different rate for the service.
