Azerbaijan Reserving Digital Dividend Spectrum for LTE Services

Azerbaijan's government is to allocate additional radio spectrum for 4G based services, the ICT Ministry has told local media.
The radio spectrum -- in the 790-862 MHz bands -- is currently used for analogue television broadcasts, but will be released for LTE services once the transition to digital TV is complete.
It isn't however clear when that process will be complete, nor how the government plans to auction off the digital dividend spectrum to the mobile networks.
The previous allocation of 3G licenses was somewhat haphazard with networks being awarded licenses on seemingly arbitrary timescales.
