Philippines Interconnection Row

The Philippines based Digital Telecommunications has sent an appeal to the country's telecoms regulator, complaining that the GSM networks, Smart and Piltel have refused to offer interconnections with its network within the mandated 90 days. Digital Telecommunications, which operates a landline network is currently building a GSM network of its own, and expect to launch the service at the end of the year.

Under Philippines regulations, the National Telecommunications Commission (NTC) can be asked to intervene in interconnection disputes if the parties cannot secure a commercial agreement. Digital says that it sent its formal requests over 90 days ago, but still has not had any replies from the networks. The company also filed a complaint against Globe Telecom for not offering an interconnection agreement."
