Ugandan Regulator Unable to Say How Many SIM Cards are Unregistered

Uganda's telecoms regulator is still unable to say how many SIM cards remain unregistered as a cut-off deadline approaches.
In a telephone interview with the Daily Monitor this week, Mr Godfrey Mutabazi, the UCC executive director, said that the figures would be released after the deadline passes - which is still set to come into effect at the end of this month.
He also confirmed that the registration deadline would not be extented.
Last month the networks were summoned to the regulator to discuss the issue as it was feared at the time that around a third of SIM cards still had not been registered. It was estimated that around five million people are still to register their SIM cards - out of a total subscriber base of 17 million
The networks have also themselves not provided any updates on their registration efforts, just announcing percentages without any useful qualifying commentary.
The main obstacle to registration has been the lack of ID documents by many customers. On average when a country enforces SIM card registration, around 10 percent of the currently active SIM cards are cut off.
