Korean Regulator Rejects Applications for 4th Mobile License

­South Korea's telecoms regulator has rejected two applications for mobile network licenses, effectively terminating the possibility of a fourth mobile network in the country this year.

The KCC said that neither applicants, Korea Mobile Internet (KMI) and Internet Space Time (IST) did not qualify under its beauty contest rules for a license.

To qualify, the applicants had to score at least 70 out of 100 in a points based qualification system. KMI scored 64.21, while IST was awarded 60.08. The companies were notably criticized for a lack of understanding of WiBro technology, which was a core requirement of the process.

In a separate category judging their financial ability to build the mobile networks, they scored lower at 63.55 and 53.14 respectively.

The regulator also said that IST's goal to acquire 8 million subscribers in five years was "implausible" in the local market.
