Foreign Bidders Barred from Indian National Fibre Contract

Most of the major telecoms infrastructure vendors have been excluded from a shortlist to supply a national fibre-optic network to India due to a requirement for the equipment to be 100% manufactured locally.
Ericsson, Nokia Siemens Networks, Alcatel-Lucent, Huawei and ZTE are all missing from the Department of Telecoms (DoT) certified list of vendors eligible to supply the Gigabit Passive Optical Network for the project.
"We will comply with DoT's network security guidelines and norms to promote domestic manufacturing of network gear and will invite bids by mid-February," a top BBNL executive told the Economic Times newspaper.
The contract, which is being undertaken by a joint-venture between the state controlled BSNL and MTNL, requires that all equipment is supplied locally by 2014-15
One unnamed source at a telecoms supplier warned that the requirement would push up prices as locally sourced GPON kit is currently around 22% more expensive than imports.
