Mexico's MVS to Fight Radio License Cancellation Plans

­Mexico's MVS Comunicaciones says that it will go to the courts to block the government's plans to cancel its 2.5Ghz radio spectrum licenses.

The Mexican government recently announced that it will not renew the licenses held by companies in the 2.5Ghz spectrum band and plans to recall the spectrum when the licenses expire.

The most significantly affected company is MVS Comunicaciones, which has 190Mhz of spectrum in the affected block. MVS holds 42 of the available 68 concessions in the spectrum band.

MVS Chief Executive Joaquin Vargas told a press conference that the Communications Ministry took the decision to recover the spectrum while negotiations were still ongoing with the company. MVS had offered US$500 million to renew its licenses, but the government had asked for US$1.2 billion, and that was for two-thirds of its holdings.

The talks broke down, although MVS claims the talks were not carried out in good faith and the government always planned to cancel the licenses.

It is estimated that just 200,000 people use services provided by the license holders.

Once reclaimed, the spectrum is to be resold for use by LTE networks.
