India to Require Local Suppliers for Telecoms Equipment from Next Year

­Indian telecoms networks will be required to purchase a range of products from local suppliers and will be restricted from importing them from next April under new proposals from the government.

To bypass World Trade Organisation rules on free trade, the items are being classed as subject to security concerns, which allows governments to impose restrictions on imports.

However, the 16 items on the restricted list include SIM Cards, which would be difficult to support as a security concern. The Department of Telecom is expected to finalise the formal list shortly.

Under the new rules, nearly a third of items on the lists will need to come from local suppliers, and items that are imported will need to have up to a quarter of their value added by local firms.

India is predominantly an importer of telecoms infrastructure and has been looking to boost local manufacturing for some years. The move has been controversial as it is seen as a form of state-aid, which went against the principles of the WTO.
