Bangladesh Publishes Draft Proposal for 3G and 4G License Auction

­Bangladesh's Ministry of Post and Telecommunications has published a draft proposal for the awarding of six combined 3G and LTE licenses.

Out of the available licenses, only one will be available to a new entrant to the market, while another will be reserved for the state-owned Teletalk, although it will have to match the spectrum fees set in the auction.

With six mobile networks in the country, it is theoretically possible that one will lose out in the auction process.

The licenses will be for 15 years, renewable in 5 year blocks thereafter. A total of 50Mhz of spectrum is being made available and the reserve price has been set at US$30 million per Mhz of spectrum.

According to the draft notice, if a new entrant does win a license, they will be able to apply for a GSM license later, and will get a 30% discount on the most recent license prices.

The deadline for submitting opinions about the draft proposal is the 22nd August.
