Timor-Leste Announces Tender for New Mobile Operator Licenses

The Government of the Democratic Republic of Timor Leste has launched a tender for new telecommunications licences.
The tender follows the signing of a Settlement Agreement between the Government and Timor Telecom on 27 March 2012 which ended the operator's monopoly effective 10 April 2012. The Government has also introduced Telecommunications Decree-law, providing a legislative framework for liberalisation and regulation of a competitive telecommunications sector.
As a result, the necessary legal basis for opening the market to competition is now in place. The Government is now in the process of setting up the new regulatory authority established under the decree-law, the Autoridade Nacional de Comunicações.
Under the tender, new operators are invited to apply for two new 15-year radio spectrum licences for mobile telecommunications services. Each licence will permit the use of radio frequencies in the 900 MHz, 1800 MHz and 2.1 GHz bands for mobile telecommunications services. An option to use radio frequencies in the 850 MHz band is also available.
In addition to receiving the radio spectrum licences, the successful applicants will be registered as service providers, and may provide any telecommunications service (domestic, international, fixed, mobile, Internet, data or otherwise) subject to obtaining a radio spectrum licence if it requires radio frequencies to provide the service.
The successful applicants for the two new licences will be selected pursuant to a point system which ensures the objective allocation of points for:
- GSM rollout and service coverage commitments
- 3G rollout and service coverage commitments
- the performance bond amount
- the applicant's track record
- the applicant's financial and operational readiness
Copies of the Request for Applications, the licences, information about interconnection and cell site sharing, and other information can be downloaded from the dedicated website, www.telecomsliberalisation.tl. Expressions of interest are requested by 23 April 2012, and applications by 23 May 2012.
