Thailand's TOT Mulls Options when AIS Concession Ends in 2015

­In 2015, the Thailand based mobile network, AIS is required to hand over its network to the state-owned TOT as part of its concession license. A review of how the TOT can maximise its return on that asset has been published and suggests that it sub-lets the infrastruture to the next round of mobile networks.

AIS's concession ends in September 2015, when its infrastructure is handed to the TOT and its radio spectrum is returned to the regulator.

Some options have previously suggested letting AIS buy itself out of the concession agreement, but a report by PrimeStreet Advisory for the TOT recommends that it retain ownership of the assets and rents them out to whichever companies are awarded AIS's spectrum after it is resold.

TOT will gain some 12,000 base stations as part of the transfer agreement, to add to its own 2,000 towers.

It is widely expected that AIS will win the spectrum auction if that goes ahead otherwise it faces selling its customer base to the other networks and exiting the market.
