Metals tycoon Alisher Usmanov is set to become a major shareholder in MegaFon, Russia's third-largest mobile-phone operator by revenue and subscriber numbers, after he agreed to buy stakes from a fund linked to outgoing Communications Minister Leonid Reiman.
