Russian Law Could Classify Some Mobile Cos As Monopolies

Russia's parliament, the State Duma, has passed the second draft of a bill that could restrict tariff increases by the country's three largest operators Mobile TeleSystems (MTS), OAO Vimpel Communications and Megafon.
