Majority of Ugandan Mobile Towers Could Be Illegal

Uganda's four GSM network operators have built out the vast bulk of their networks without planning permission from the National Environment Management Authority (NEMA). NEMA executive director Dr. Aryamanya Mugisha has informed politicians that only 25 MTN masts were approved, 30 for Celtel, 29 Warid and one for Uganda Telecom.

The companies currently have a combined tally of 799 masts - implying that 743 lack planning permission.

When asked if the unauthorised towers are illegal though, Aryamanya replied that he was not sure and would need clarification on the legal situation.

New entrant, Warid was singled out for critisim following complaints about how the company is allegedly acquiring sites and installing its towers. "We have had to block some of the masts causing problems. People are worried by the way Warid is working." Aryamanya said.

He also revealed that the department is working with the telecoms regulator to try and compel operators to share their passive infrastructure assets where possible.

However, Yesse Oenga, the chief executive of Celtel Uganda, has denied the NEMA allegations. He told the New Vision newspaper that "all our masts have either NEMA approval or that of a district environment officer." He said his company would soon embark on a joint national audit of masts with NEMA.

The Mobile World notes that Uganda ended last September with some 3.9 million subscribers, representing a population penetration level of 13.3%. MTN dominates the market with a market share of over 53%, followed by Celtel then Uganda Telecom.
