Estonia Reverses 3G License Decision
Estonia's National Communications Board says that it has reversed its decision to grant a 3G license to Grosson Capital, since the declared bid price hasn't been received yet by the Republic of Estonia. The Estonian National Communications Board has passed the 3G licence over to Renberg Investments whose bid was the next highest in the public auction.
The main estimation criteria of the public competition was bid price, and the price offered by the winner was 100 100 000 kroons. Other bids were submitted by private limited-liability companies Renberg Investments (bid price 93 000 001 kroons), RealGroup Systems (bid price 82 000 010 kroons) and ProGroup Holding (bid price 71 000 100 kroons). The base price for the frequency authorisation was 70 millions kroons.
The frequency authorisation for third generation mobile telephone network gives a right for the use of radio frequencies for constructing and developing of Universal Mobile Telecommunication System - UMTS. In 2003 the Estonian National Communications Board had granted three frequency authorisations by direct offer to the public limited companies EMT, Elisa Mobiilsideteenused and Tele 2 Eesti and these companies couldn't participate part in the recent public competition."
