Ukraine's Regulator Refuses to Give 3G Licenses to 4 Companies
KIEV, Nov 13 (Prime-Tass) -- Ukraine's National Commission for Communications Regulation (NKRS) has refused to issue licenses for 3G mobile services to four operators, the commissions said in a statement dated November 2.
In particular, the regulator refused to issue the licenses to Kyivstar, Ukrainian Mobile Communications (UMC), Astelit, and Ukrainian Radiosystems (URS), NKRS said.
The reason for the refusal was that the operators failed to reach an agreement with military bodies on joint usage of the frequencies, the regulator said.
The only 3G license holder is state-owned fixed-line monopoly Ukrtelecom, which received the license without an auction in late 2005. Ukrtelecom is currently constructing its 3G network and is expected to launch it in 2007.
