Court Postpones Regulator's Appeal of Far East License for VimpelCom

MOSCOW, Nov 1 (Prime-Tass) -- Russia's Moscow Arbitration Court of Appeals on Wednesday postponed until November 28 an appeal of the State Radio Frequency Commission over whether it must consider giving frequencies for the Far East Federal District to Russia's second largest mobile operator VimpelCom.
On September 19, the Moscow Arbitration Court ruled in favor of VimpelCom and ordered the commission to consider VimpelCom's application for frequencies in the district within 14 days from the date of the ruling.
VimpelCom filed a lawsuit in July after the commission failed to consider the company's application to get a license for frequencies in the Far East Federal District. VimpelCom filed the application in September 2005.
In August, having considered another lawsuit filed by VimpelCom, the court ruled that the Federal Service for Communications Oversight had to issue the license to VimpelCom within 10 days after the decision. The service has appealed that ruling and the court is scheduled to hear the appeal on November 7.
VimpelCom has sought to expand its operations to all 13 regions of the Far Eastern Federal District. Currently, the company is only present in four regions of the federal district, which has a population of about 6 million people.
VimpelCom's key rivals, mobile operators MTS and MegaFon, have licenses to operate in all regions of the district.
