Court to Hear VimpelCom's Frequency Claim Vs Regulator Aug 14

MOSCOW, July 11 (Prime-Tass) -- Russia's Moscow Arbitration Court has scheduled for August 14 the hearings of a lawsuit filed by Russia?s second largest mobile operator VimpelCom against the Federal Agency for Communications Oversight for failing to issue radio frequency licenses to the company in Russia's Far East, a spokesperson with the court told Prime-Tass Tuesday.
The court held the preliminary hearings of the lawsuit on Tuesday, the spokesperson said.
In addition to this lawsuit, VimpelCom has also filed another lawsuit with the court against the State Radio Frequency Commission for disobeying a ruling of the Federal Antimonopoly Service (FAS). The antitrust regulator had ordered the commission to cancel its decision that rejected VimpelCom subsidiary's application for radio frequencies and to re-consider the application.
The preliminary hearings of the second case are scheduled for July 21.
VimpelCom said earlier that it decided to file the lawsuits after the commission failed to grant the licenses at two of its meetings that followed the antitrust ruling.
At the moment VimpelCom operates only in four out of 13 regions in the Far East Federal District, which has the lowest penetration rate among the seven federal districts in Russia. Of Russia's 143 million people, the Far East Federal District's population accounts for slightly more than 6 million people.
VimpelCom's key rivals, MTS and MegaFon, have licenses to operate in the district. MegaFon is the only operator that has a license covering Russia's entire territory.
