Fourth 3G Licence for Norway

Norway's telecoms regulator has announced plans to offer a fourth 3G license in the country. An application from the company Novotel has initiated a new assignment procedure. The application received concerns the frequencies 1964.9-1979.7 / 2154.9-2169.7 MHz and 1900-1905 MHz, which in Norway are reserved for third generation public mobile communications systems (3G).
The Ministry of Transport and Communications invites other potential applicants to apply by 22nd August this year.
It is six years ago the first tender for the licence was announced. Today it is only two mobile operators which offer 3G-services in Norway, Telenor and NetCom. Hi3G Access Norway was assigned a 3G-licence in 2003, and is required to roll-out its network to the minimum coverage according to the licence within 19 September 2009. The fourth 3G-licence has been vacant since 2002.
The winner of the 3G license auction will have to offer 30% coverage based on the total population of Norway within 6 years after the frequency licence has been awarded.
Other countries where 3G licenses had been returned to the regulator, and the spectrum was not resold, are Austria, Denmark, Germany, Italy, Luxembourg, Portugal, Sweden and Switzerland. However, in many of these markets the regulator has already re-allocated the available spectrum to the existing operators."
