Additional GSM Spectrum for Poland

Poland's telecoms regulator has awarded some additional GSM 1800 spectrum to operators in the country. Three frequency reservations were subject to tender, each including 33 channels. Each of the tenderers could submit one, two or three offers. The frequencies may be used over the entire country until 31 December 2020. Out of the offers submitted by Telekomunikacja Kolejowa (two offers), Telefonia Dialog (two offers) and PTK Centertel (one offer) only the offers from Telekomunikacja Kolejowa obtained the required minimum and positive evaluation of the Tender Jury.

The ranking of offers together with their evaluation in points is as follows:

* in the first place offers No 1 and 2 submitted by Telekomunikacja Kolejowa with 402,072 points each.

Next in the ranking, below the required threshold, were:

* offer No 1 from PTK Centertel with 233,618 points,

* offer No 1 from Telefonia Dialog with 147,057 points,

* offer No 2 from Telefonia Dialog with 143,023 points.

The entity selected by means of the tender procedure was Telekomunikacja Kolejowa which offered 255 million PLN for each block of 33 channels (i.e. the state budget will earn in total 510 million PLN). The minimum single tender fee for making the frequency reservation (i.e for 33 channels) amounted to 1,32 million PLN.

The remaining 33 channels for GSM 1800 will be once more offered to market players. A detailed concept for their use will be subject to public consultation."
