Cofetel to Gain Powers, but Not Autonomy"

Mexican telecoms regulator (Cofetel) is set to gain several new powers thanks to legislative reforms, but will not become autonomous, local daily El Universal reported.

The main changes resulting from the reforms are that Cofetel will now regulate radio and television, be responsible for more spectrum-related issues and have a clearer mandate for the regulation of subscription television.

Many had hoped, and recommended, that Cofetel would gain complete autonomy from the country's transport and telecoms ministry SCT, but this will not be so.

Cofetel will not be responsible for granting concessions; it will merely continue to issue opinions to the SCT on whether to issue or revoke concessions.

The same will hold true for fines and penalties levied against operators.

Additional changes in Cofetel's bylaws include the introduction of eight-year terms for its board members, renewable for one additional term, and the election of Conatel's president by its board members.
