Russia May Get First GSM 400 Network

Delta telecom, which operates a NMT analogue mobile phone network in St. Petersburg, has announced that it wishes to apply for a GSM1800 licence, to compliment a planned upgrade of its NMT network to the new GSM 400 system. They hope to begin the upgrade to GSM400 in 2001."
